Paul, We've heard of the document you mentioned below, but never seen it.
Here is the correct link to the current technical standard and information from NTT on the service in Japan. It is in Japanese, though. http://www1.sphere.ne.jp/cli/joho/index.html Our Japan office has had occasion to call NTT about this in the past, and they've confirmed that this is the current information. It's labeled as the second edition and dated August 1998. They have also confirmed that it is not available in English.
