Interesting question!  The Statutory Instrument is used to bring something into 
UK law.  I'm not sure if the RTTE directive will become law via statutory 
instrument.  I'm not sure even if this requires a statutory instrument.  

This is an "new approach" EU harmonised directive which differs from the former 
EC directives which were approximations of the laws of member states.  In this 
case, the directive itself is legally binding EU wide so, will it need a 
statutory instrument be drawn up?

the directive must be implemented "as is" EU wide and the various governments 
have until April 2000 to put in place the necessary systems.

Perhaps check the RA and DTI websites.
