Dear all,
I've been told that in the Philippines there exists a type of carrier,
called an International Record Carrier (IRC), that is only allowed to carry
data. Does anybody know:
1. Is this true? If it isn't what exactly do the IRCs do?
2. What is the procedure for applying for an IRC license?
3. Is owning/leasing/having access to an international gateway a
prerequisite for obtaining an IRC license?
