TREG'rs If you have problems downloading the file you need to register with EU. To do so use http://europa.eu.int to access the sight. Then select register, fill out the form presented, select submit and then quit. An hour later check your email for a EU response which will indicate your registration has been accepted.
Then enter http://europa.eu.int/eur-lex/en/dat/1999/l_091/l_09119990407en00100028.pdf into your browser and the pdf file will be automatically downloaded. Duane J.
