My understanding is that the memo app is in rom and can't be deleted. Mine works OK, even after the 1.10 upgrade. Of course you've tried a warm boot. Try deleting all your memos from the desktop app (after saving them somewhere else, then hotsync as "desktop overwrites Palm". Maybe you have a corrupt memo file.
