Do you have the recent ROM update installed for either Sprint or Verizon (depending on your carrier)? If so, it's a bug in the update. What's playing is actually a DTMF tone like you're pressing a number to dial on the keypad. Just do a Google search for 700p DTMF bug and you'll read all about it.
