OK, thanks Craig and Bill, I had LudusP assigned to the other hard buttons as well as the send and phone. Setting the other buttons to none fixed the/my problem.

I'm running LudusP on a 700p and don't have this problem. In fact, I've been running LudusP for all but the first 2 days I've had my 700p and have never had this problem.
