I used a AT&T 680 in London & Paris recently.  I used the existing AT&T
SIM(work phone) enabled for international.  Had very good data (actually
very impressive speeds for email) and voice.  Yes it is very expensive, but
I would guess that you would be better off with a 3rd party SIM.
