Well, Don just answered the first part of the question, but as for the
second, I use Smart List for what's best described as "field data
collection". I'm an inspector for the FAA, and I spend a significant
portion of my time in the field performing inspections that all have to
be entered into a national database. Since I was already carrying my
Treo, I decided that rather than also carrying a pad and pencil, I used
SmartList to create a series of forms so that I can capture the
information I need in a logical manner. Not only does it help me make
sure I've covered all the stuff I need to cover, but my handwriting
sucks, so I don't have to worry about that. Once I get back to the
office, I just transcribe my notes into the "official system". Yes, it
would be a lot cooler if I could just sync the info over, but that's not
an option yet.

Now, is the above really a database application? Perhaps, perhaps not.
It works great for me, though, and in the end, that's what matters.
There are other uses for this technology - I'm given to understand that
there's a barcode scanner plug in for Palm, for instance. If I was a
small business owner, I think that would be really handy. There are as
many options as there are uses for databases, I guess.
