Heheh, I love what cellular phone reps tell you!  Palm locked it?  Nope, if 
anything Verizon did, but I'm not even sure if that's the case.  There is at 
least one third-party application called PDANet:

They also make a PalmOS version.

But apparently you might be able to do this for free too, at least if you have 
Vista (and maybe haven't upgraded your firmware?):
