Right. Android is a software platform. My hunch is that Google has been working with carriers and hardware vendors on some reference designs in hopes of kick-starting product availability by mid-2008. It's kind of like Windows Mobile in that regard (Microsoft doesn't make devices, just the software for them) except it has the good karma of being open source.
