Because the idea is great, but the implementation (at least from my personal 
experience) is flaky.

It activates itself in some rare instances if you activate it in Butler but 
disable it in Keyguard (in the Prefs panel), it sometimes locks the phone 
but does not turn it off (flickers the screen off and then on again, leaving 
it on, then flickers again, then stays on until the phone turns the screen 
off after the preset seconds of screen inactivity), and other weird similar 
behaviour.

Work in progress? It seems to me Rob is pushing one beta after the other, 
fixing a bug here and another there in keyguard.
