Sorry but that's very hard to believe unless you got a used/refurbed on and it 
wasn't wiped properly.  I also don't understand what you mean abou being afraid 
to run up a net bill...don't you have a Vision or Powervison Pack? A phone like 
the Centro won't live up to it's full potential without one. Like the others 
said, do a hard reset and check the version.
