Blazer ("Web") and Versamail are in the ROM. The only way they could
have been deleted is if you or a former owner installed a custom ROM.
If you bought the Treo from Palm or your service provider, complain. If
you bought it from a private party, you should have been informed prior
to purchase that it's a non-stock item and certain things have been
removed.

I've tried several web browsers for the Treo, and I've always come back
to the built-in Blazer as all the others have had some deficiency or
other. Opera Mini +is+ nice, but because it's not a Palm native app,
it does not integrate at all with anything else, which means you cannot
copy and paste URLs from notes or emails, among other things. It's
also slow to load the program, slow to access its menus, etc. Page
loading is fast.
For email, I use Iambic Mail. As much as I don't like their calendar
app (Agendus), I do like their mail client. It's a great low-price
alternative to Chatter or Snapper. It's probably not as good as either
of those, but it is better than the built-in Versamail.

All email programs can handle POP, and I believe most, if not all, can
also handle IMAP. When you say "save to the SD card", are you talking
about the messages, or attachments?
Blazer is, or should be, free as it's part of the device ROM. Iambic
Mail has a variety of prices, depending on the feature set you want.
The version I use cost $25, for a Palm-only client with SSL. Without
SSL is cheaper, add desktop integration and it's more expensive.
