I think he is referring to making an International call FROM the US to other 
countries.
 
Also, many countries do support CDMA just fine.  The Pre will work there, just 
as any other CDMA phone would.

It's a non-issue on the current CDMA only Pre since it can't be used to 
make a phone call outside of the US. It should work normally once the 
GSM version is released.
