I can't say definitively as I only did it once 7 months ago, but I believe it asks you what you want to do with Calendar and Contacts (into a cloud service, like Google, or just to your Palm account (only on the phone)). It assumes, since there are no cloud options for memos and tasks, that you're simply syncing them to your Palm account. Anything not synced to a cloud service is backed up to Palm's server, which is only for restoring your data should your phone crap out -- you can't (yet?) interact with those data via a browser or anything except via your phone's native apps.
