They are hacks from the 'homebrew' community, not from Palm. If you want to install them you at least need to install a java program called QuickInstall. That will let you install these patches as well as homebrew apps (which aren't in the app catalog for the most part), but you can also through QuickInstall put an app called 'Preware' on your phone which will let you download and install these apps and patches over the air (not hooked to your PC). There are over 100 patches, many of which add a great deal of functionality to the Pre. I can't go into too much detail since I'm at work and using my phone to answer but others will probably chime in and you can just google these words for more info, instructions, etc.
