Yes, you can sync your Pre with virtually email account.  I sync with POP3
and IMAP email accounts from a local ISP.  I do nothing with Google other
than to use it for googling things.  

A lot of people are syncing with Google stuff for email, contacts, etc.  I
don't understand why they'd want to do that as I want to have my information
on my own PC.  I agree with your observation that Palm seems to be
suggesting that path as the preferred one, but obviously you don't have to
do it that way.  

To sync with Outlook on my personal PC, I use Chapura Pocket Mirror.  Works
great, and their Notes and Tasks app are far superior to the ones that come
on the Pre.  (Note: The built-in Pre Notes and Tasks don't sync with
anything.)  Pocket Mirror works via wi-fi.   CompanionLink is an alternative
app you can use, but it requires a USB cable to sync.   Pocket Mirror only
syncs with Outlook, but CompanionLink syncs with Palm Desktop (and perhaps
Outlook as well, but I'm not sure).  

I've mentioned this several times on this forum, Chapura has provided me
excellent and rapid responses when I've needed help with Pocket Mirror.

I have been reading about synchronizing with Palm Pre - Verizon. I synch now
with a cable and have my contacts and memos in Outlook. 

I have my personal email in my Comcast email - a Pop account. Am I correct I
can set my Pre to synch with that email account? I don't want to have to
move to Google but the web page seems to be suggesting that option. 

I see I can purchase PocketMirror from Chapura but I want to try the free
options, first.
