The short version is that the 40 pin connector is backward compatible to the 3. 
 
Ethernet is 3x as fast, 
the CPU is 3x as fast, 
the memory can be 1GB, 2GB or 4GB (at time of order), 
two USB3 ports of the old style connector.   
HDMI-micro and 4KHD.  Oh wait.. TWO HDMI-micro and 4KHD on each.  
USB-C input header for power 5V 3amps input.   
Bluetooth 5.     
$35 gets you the 1GB version.    

It doesn’t seem like Raspbian Buster is required for the PI 4B.
