Craig, I think there must be an issue with your heater power measurement. You should measure several amps for the heater. I feel at an absolute minimum you should see at least 5 amps and 10 or 12 amps would not surprise me. If you are seeing numbers below 5 amps, I would suspect an issue with your measurement method. You could always use a power meter to measure the power draw of the unit and back-calculate amps from the power and line voltage.
