Just for the curious in you,

My friends back home have established a network with services open to
(almost) anybody. I get my personal mail and newsgroups from them. 

They are the ones that serve http://comic.escomposlinux.org

See the project here:

Notice that they use anything from a i486-SX-50 to a dual i686-1000 ,
with different distributions.

And they are geographically distributed! Maybe TriLUG can get ideas, for
future services.
