Mandrake has both iptables and ipchains, iirc.

What do you mean by your second question?  Mandrake is an rpm based 
distribution, so of course it includes rpm. Did you mean "apt-like"
function (that will go out and resolve dependencies, etc..)?  If
so, then the answer is yes.  Urpmi does just about everything
apt-get does.
