You may be able to solve your headaches by installing the kernel source rpm. Example:
rpm -ivh kernel-source-2.4.9.21.i386.rpm and rpm -ivh kernel-headers-2.4.9-21.i386.rpm (if not installed) And this should give you everything you may need to compile kernel modules. You'll have to find the rpm's since I don't think those are the versions that come on the CD and I didn't seem them on the Redhat mirror that I checked (they skipped up to the 2.4.18-24 kernel they sent out for all RH 7.x releases).
