IMHO Linux, Windows or any OS could be considered to be "enabling software". Any modern OS will allow sharing of files over the Internet if it is setup to do so, thus making it "enabling software". Parts of the law would not apply to Windows because it is not downloaded via the Internet.

I think this is just another example of why we need geeks in government.
