It says nothing to the original question explicitly. The words "you must" would add some clarity. I.e. "To join, you must come to one of our meetings and and we'll gladly issue you an official membership card, member number, and further details."
Better still,
2.5.1 Do I have to come to a meeting to join TriLUG? Can I join by e-mail?
Becoming a member has to be done in person. How can we haze you, if you're not there? ;) Seriously, this must be done in person.
