newgroup contains oldgroup1 and oldgroup2
oldgroup1 contains leroy and bubba
oldgroup2 contains sally and bertha

You create a new group (named after the file or folder - if you like), and add the other groups and users to that group. Set the folder or files to be owned by that new group.
