I downloaded the RPM from http://macromedia.mplug.org/ and have had no problems with it on Mandrake 9.1. Try removing your existing package (probably: rpm -e flash-plugin) and reinstalling.
In case it helps to make things clearer, the library for the plugin goes to: /usr/lib/flash-plugin/libflashplayer.so and a symbolic links gets created for Mozilla: /usr/lib/mozilla-1.3.1/plugins/libflashplayer.so You can check that you have a relevant symbolic link.
