Microsoft is allowing hosting facilities to pay on a /month basis for microsoft licenses that are used during that month. The base price is around $18/user/month or $100/processor/month. The hosting companies can switch at will to either processor or user pricing each month.
This lets hosting companies deploy Win2003 very cheaply (free until they have a client)!
