This is actually something that I have been keeping an eye on. I use RR. If I am connected to a good server, the fastest download connection that I have seen is around 350kps. This has actually went up in the last couple of months, because previously it was around 250 kps. This isn't horrible, but it certainly is not 1.5Mps. As for upload speed, it is around 60 to 70kps.
Um, you do realize that the 1.5 is mega-BITS per second and the 350 you're seeing is kilo-BYTES per second? 1.5 megabits/sec comes out to be 187.5 kilobytes/second and 3 megabits/sec is 375 kilobytes/second so when you add in overhead you *are* getting a 3mbps connection.
Now the 60-70 kilobytes/second upload is actually in the range of 512 kilo-BITS / second which is *quite* good.
As far as my personal experience, Cable speeds on Road Runner have been quite good. Good enough to download linux isos in reasonable times and keep a running mirror of Mandrake Cooker updated.
