Use disk 2 of nic driver from 3com after booting to dos.  The utility is
3c5x9cfg.exe and pulls up a gui to set duplex and speed.

it's a hardware issue.  get yourself a freedos boot floppy and go to 3com's
site, they have a little dos utility that will change the default setting on
the nic from 10/half to auto.
