This may be completely unhelpful if you are running more services than simply httpd, but httpd can be throttled itself by tweaking /etc/httpd/httpd.conf ... It's done (in one case) by the mod_throttle module. See http://www.snert.com/Software/mod_throttle/ for information on that particular module. Or google "httpd throttle" for more possibilities.
