I had exactly this same problem on TW RR when I first signed up. Among
other things my connection speeds varied wildly, I would get new IP addresses
every week or two and it was generally unreliable.
I finally decided to call and get a tech and the problem turned out to be a bad
termination on my coax leading to my cable modem. After the line was
terminated again I have not had another problem.
It might be worth checking out.
