Thank you, David.  I will get back to you with a follow-up question.
For the moment, I am using a suggestion from the linux-lvm list, which
suggested adjusting the numbers in /proc/sys/dev/raid, speed_limit_max
and min.  This has relieved the situation without stopping the resync
completely.
