The 'alsa-base' package contains an initscript [/etc/init.d/alsa] that
does this precise action:

[...]
restore_mixer_settings()
[...]
store_mixer_settings_if_allowed()
[...]

Note that you need the ALSA packages:

[...]
# Be a no-op unless alsa-base and alsa-utils are installed
[...]
