there was a paper by Rusty Russel at OLS 2004 about writing code
to hot-plug CPUs (in case you want to take them out and scrub them
with a tooth brush). He spent about a year on it and couldn't get it
to work. This would indicate that the answer is no (I assume you can
download the paper from the OLS website).
