I know http://www.dyndns.org will do it. Not sure what your definition of "nominal fee" is; they're usually too expensive for my purposes, but then I'm a college student and have long forgotten what this "money" thing is that some people talk about.

Then, register your domain with someone who provides free forwarding, and just have this domain forwarded to the free thing from DynDNS.
