You could look at www.jedit.org this is an editor with plugins for php, html, 
xml etc. It is OSS writen in java and will run on windows and linux and mac and 
unix.

Context, http://www.context.cx, has several PHP highlighters.  One may be 
appropriate for your needs, and if not, it's pretty easily extensible.  Not 
OSS, but is freeware.

I've heard really good things about Eclipse's PHP plugin, which includes 
debugging.  I haven't actually used it yet.
