This is not really a restriction... it's just Ubuntu's way of
letting novices to do root-ish things every so often (without
encouraging them to log in as root).

I'm like you, I can't stand it.  So the first thing I do on a
Ubuntu system is "sudo bash" and then "passwd root".  Then it'll
be just like what you were expecting, more like Debian, Red Hat,
etc.
