For what it's worth...

There's a command called ifrename which is part of Jean Tourrilhes
wireless tools package which gives control over how network interfaces
are named. It uses a file /etc/iftab which maps interfaces to names
based on descriptors. Usually the only descriptor is a mac address but
other criteria can be used as well.
