Live video streaming in Linux was done at the Linux Audio Conference 2005. Some details about what they did is on a wiki here:

It's not very detailed, but I think most of what you'd need to know is that they used dvgrab, ffmpeg2theora, and oggfwd to send it to an icecast streaming media server. I've done the icecast part, but never streaming video.
