How about the Hauppage Media MVP? http://www.hauppauge.com/html/mediamvp_datasheet.htm It's small, quiet, and even runs linux so you can set it up as a mythtv frontend. :-) Then, just setup a big box in the closet with as many tuners as you want and lots of hard disks and you're set. You could even use multiple ones of these all accessing the same backend to drive multiple TVs in your house.
