A closer look at ifconfig shows:
RX packets:0 errors:0 dropped:551
TX packets:0 errors:0 dropped:0
Can anybody point me in the right direction to start troubleshooting?

What kind of ibm laptop is this. typically ibm tends to use intel or
broadcom cards.

When I was using pc cards and suse 9.0 there was a bug where you had to
modprobe the yenta module by hand to force it to load.
