An the reasons are simple -- Charter schools weren't designed to be scored with standard testing - but unfortunately, they are forced to jump through standard DPI testing - which skew the test scores and show charters as not scoring well. Sort of like puting a lawn mower engine into a porsche and saying "See it doesn't go fast"
