You can set all members of the list to be moderated, and then set an
automatic action for moderated messages, such as reject for members,
discard for non-members. To set everyone to be moderated, there's an
option at the bottom of Membership Management/Membership list. Of
course you'll want to unmoderate the list owner or whoever else you want
to be able to send messages. The action to take for moderated messages
is under Privacy Options/Sender Filters. You'll also want to set it so
all new members are moderated by default.
