Looks like you have lots of info for the front end, so I've got a
suggestion for the backend. Try postgis, http://postgis.refractions.net,
it's an addon to postgresql that allows you perform spatial sql (
http://postgis.refractions.net/docs/ch04.html#id2512006 ) queries. Used in
conjunction with the University of Minnesota Mapserver,
http://mapserver.gis.umn.edu, you have a fast, cross-platform, light,
scaleable, web mapping platform that you can program with php, perl,
python, C, TCL, and Java.
