You should be able to use: svn+ssh//server/path/to/svn/repo
Your user must have the type of access you need for the repo (i.e., if you are only reading, you need ro, if you are going to write, you need rw). That /should/ work. No special config required. The point of using two urls which differed only in the protocol (svn vs. svn+ssh) was that one worked, and one didn't, talking to the same server daemon.
