Include the include/uabi/linux/perf_event.h from Linux 3.10-rc4

The perf_event_open() ABI is backward compatible, but the API isn't.
Many defines and attr structure fields have been added since 2.6.33
and it is difficult to support testing these features when compiling
against older kernel headers.  By including a recent version of
the perf_event.h file we can avoid this problem.
