There are numerous ways to install a program that isn't in the repos,  
including the raw and messy method, building it from the source archive.

IceCat is distributed in .debs, too:  
https://launchpad.net/~gnuzilla-team/+archive/ppa

Again, it's not recommended that you install it; you're not going to get  
something from IceCat that's missing in our default browser. Don't you prefer  
fewer bugs?
