I use XChat on Debian unstable. I don't know anything about whether it
is actively maintained, but its functionality seems fine. I don't think
it's ever crashed or been buggy for me, the only things I might complain
about are features that could be better implemented.

Nonetheless, XChat is a great example of the KISS principle working in
action.
