That's the easy part.
The machine that is gonna be your server (where you have the repo
archive) has to be set on a local network with certain ip address,
allowing the other PC/Notebook/Netbook to reac it.
Then install a Web Server or ftp server.
And configure your server to deliver the repo so you can enter:
(example)
http://192.168.0.1/trisquel
or
ftp://192.168.0.1/trisquel

So the repo will be:
deb http://192.168.0.1/trisquel taranis main
deb http://192.168.0.1/trisquel taranis-updates main
deb http://192.168.0.1/trisquel taranis-security main
